This is certainly a bug.

The bug would have first appeared in version 102, when I fixed lots of
other problems with `expt' on 0.0 and 0. Alas, I overlooked this
obvious case, both in the implementation and test suite.

For the next release, (expt 0.0 0) = (expt -0.0 0) = 1.
